Carroll County Grand Jury

Carroll County Prosecuting Attorney Steven D. Barnett announced May 5 that Part II of the Carroll County Grand Jury met Wednesday, March 8, 2017 for a full day session. According to Barnett, the grand jury heard testimony involving from 10 witnesses, involving 13 cases, 13 which were returned as indictments.

Barnett said that indictments were returned against the following:

LEE D. PASIUK, 46, of 2113 Canyon Rd., Carrollton, was indicted on one count of Possession of Drugs, a felony of the fifth degree; one count of Possessing Drug Abuse Instruments, a misdemeanor of the second degree; and one count of Driving While Under the Influence of Alcohol or Drugs, a misdemeanor of the first degree. On April 29, 2017 Pasiuk was allegedly found in possession of methamphetamine and syringes by Carroll County Sheriff's Department during a traffic stop.

MICHAEL C. SMITH, 28, of 111 South Market Street, Minerva, was indicted on one count of Possession of Drugs, one count of Possession of Cocaine, each a fifth degree felony; one count of Possession of Dangerous Drugs, a first degree misdemeanor; and one count of Drug Paraphernalia Offenses, a fourth degree misdemeanor. It is alleged that on April 3, 2017 during an attempt to serve a felony warrant on another individual at a Minerva residence by the Minerva Police Department, Smith was found to be in possession of several drugs and items used for taking drugs.

JUSTIN A. HAUGHT, 32, of 925 Lynwood Drive, Minerva, was indicted on one count of Possession of Drugs, a fifth degree felony; and one count of Possession of Drugs, a first degree misdemeanor. It is alleged that on March 28, 2017 during a traffic stop by the Minerva Police Department, Haught was found to be in possession of Fentanyl and Xanax.

CARLOS A.V. HERNANDEZ, 23, was indicted on six counts of Aggravated Vehicular Assault, each a third degree felony; and one count of Failure to Stop After an Accident, a fifth degree felony. It is alleged that on March 26, 2017 Hernandez was involved in a traffic crash while intoxicated, traveling at high speed and left the scene. The three occupants of the vehicle he struck sustained life threatening injuries.

ANTHONY C. CLEMENS, 35, of 2338 23rd street N.E., Canton, was indicted on two counts of Receiving Stolen Property, each a fourth degree felony. It is alleged that on April 7, 2017 while responding to a report of truck off roadway in Fox Township, the Carroll County Sheriff's Deputies found Clemens at the scene and found that the truck and license plate had been reported stolen from Stark County.

JOHN L. SHEKELS, 23, of 1050 Bedrock Road, Dellroy, and CHELSEY J. BECKLEY, 27, of 1262 Mace Road N.E., Carrollton, were indicted on one count of Burglary, a second degree felony; and one count of Theft, a fifth degree felony. It is alleged that on February 13, 2017 Shekels and Beckley entered a Bacon Road residence and removed various items of jewelry, coins and tools.

DAKOTA A. McFALL, 22, of 714 Prospect Avenue S.W., Canton, was indicted on one count of Rape, a first degree felony; and one count of Sexual Battery, a second degree felony. It is alleged that on August 16, 2017, McFall engaged in sexual conduct with a female juvenile under the age of thirteen.

DUSTIN J. DORSEY, 34, of 7144 Sandy Lane, Malvern, was indicted on one count of Possession of Cocaine, a fifth degree felony; and one count of Drug Paraphernalia Offenses, a fourth degree misdemeanor. It is alleged that on April 25, 2017 after his arrest for an outstanding warrant, Dorsey was found in possession of cocaine and instruments used in ingesting cocaine.

DANIELLE M. BILLMAN, 42, of 1114 Gonder Avenue S.E., Canton, was indicted on one count of Theft, a fifth degree felony; and one count of Petty Theft, a first degree misdemeanor. It is alleged that on April 15, 2017, Billman stole a credit card and cash from a Bachelor Road resident.

ALLISON N. BOWLING, 20, of 7051 Canal Lane, Malvern, was indicted on one count of Failure to appear, a fifth degree felony. It is alleged that on March 9, 2017 Bowling failed to appear for a scheduled court hearing after she had been released on her own recognizance.

JEREMY P. MULLINS, 39, of 1152 Hanna Street, Minerva, was indicted on one count of Failure to appear, a fifth degree felony. It is alleged that on April 13, 2017 Mullins failed to appear for a scheduled court hearing after his release on his own recognizance.

DELTON D. BOYD, JR. 36, of 7234 Cole Road, Crestline, was indicted on one count of Driving While Under the Influence of Alcohol or Drugs, a fourth degree felony; and one count of Driving While Under the Influence of Alcohol or Drugs With Refusal to Submit to a Test, a fourth degree felony. It is alleged that on May 2, 2017 Boyd was arrested for OVI after a traffic stop by Carroll County Deputies on State Route 39 West of Carrollton. A review of his driving record revealed prior convictions for drunk driving in Franklin County.

Barnett indicated that arraignments would be held before Judge Dominick E. Olivito, Jr., in the Carroll County Court of Common Pleas on Thursday, May 11, 8:30 a.m.
